Should queues and waiting lists be used as the main method of rationing demand within the NHS ?

no because those who need urgent treatment may not get life saving treatment in time whereas those with less urgent demands may get help instead (when you join the queue) Priority should be given on how much of an impact the treatment will have, save life, years of life added etc and/or how many people will benefit, e.g. statins for people with heart problems.
