Why does this happen on my twitter?

I am trying to tweet but my "tweet" on doesn't light up, it stays gray so that i cannot tweet anything. i can tweet if its on my phone, but i cannot do it on the web. my twitter,on the web, will not let me tweet, follow, or DM people. what could be the cause and how could i fix it without deleting my twitter?
