I'm still fairly new at my job and I'm not all that familiar yet with the laws for Medicaid. Is this legal?

I graduated with a B.A. in Psychology and recently took a job as a Mental Health Aid. I enjoy my clients and the actual job; however, there are some things that are going on that make me question the legalities of Medicaid. Like, for example, a client might be approved by Medicaid for 4 days per week at 2 hours each day. This same client might have Day Treatment at another facility which makes seeing the client four times a week, a bit difficult. So, the boss wants me to still get the 8 hours in... in one day, but write up my time sheets and she bills Medicaid for 4 separate days. Many people have quit the job recently, claiming this is illegal. I haven't found anything online that states whether that is or not. I really need to know, because if it is illegal, I am going to move onto a different company. I don't want my name and reputation to be dragged through the mud, you know?
