Do aquatic turtles become active (e.g swim around, bask) on warm winter days(above 25.C degrees)?(long necks)?

i need to know if long neck turtles come out of hibernation if the temperature is over 25degrees, all i know is that they are active if the water is 12degrees or higher, but am not sure if this is the same in winter
